City to request traffic light at public safety facility

The Douglasville City Council Wednesday at a special called meeting voted unanimously to authorize the to authorize the submission of a request to the Georgia Department of Transportation for a traffic signal on Fairburn Road in front of the planned public safety and municipal court building, with installation costs to be covered by the $23 million general obligation bond funds for the proposed new facility.

In other business, the Council passed separate resolutions two separate sponsorship agreements with GreyStone Power and Gas South because both corporations contributed $5,750 each to cover the funds owed by the city to Atlanta Pyrotechnics for tomorrow night’s fireworks display at West Pines golf course.

City Manager Bill Osborne said representatives from both GreyStone and Gas South will be presented with awards during Monday’s City Council meeting to commemorate their contributions to this year’s fireworks show.

The City Council discussed during a legislative work session immediately following the special meeting a resolution asking the Douglas County Board of Elections to consider allowing city voters in the eastern part of the city, including the Tributary, to vote at Factory Shoals Middle School in city elections instead of the Old Courthouse.

City Clerk Joyce Stone said these voters will still have to go to a separate polling place for county elections, but this change would keep them from driving to the downtown area if they choose to vote in a city election.

The City Council considered a proposed one year, $20,000 contract with the Douglas County Chamber of Commerce for tourism services during the 2009/2010 fiscal year paid with hotel/motel taxes earmarked for tourism services from the city’s Convention and Visitor’s Bureau (CVB) budget.

Osborne said hotel/motel taxes collected by the city for tourism services have to be spent on “the promotion of tourism and activities that will bring people into the community.”

The Council also discussed a $39,500 agreement with the Paulding Probation Detention Center (PDC) for use of an inmate work crew for the 2009/2010 fiscal year.

“The crew will pick up trash on the roadsides and in city parks,” Osborne said.

Osborne said the $39,500 is salary and fringe benefits for a guard from the state Board of Corrections to oversee the crew.

A resolution establishing Nov. 3 as the date of a citywide election for a Tax Allocation District (TAD) referendum was also discussed.

Osborne said this will be similar to a referendum rejected last November by city voters.

Local legislation had to be passed earlier this year on the state level for this election to be scheduled, Osborne said.

“Basically the legislative delegation felt there was a lot of confusion with people having to go two places to vote and also there were similar statewide referendums that made this issue confusing,” Osborne said.

The agenda items discussed during Wednesday’s legislative work session will be voted on Monday at the Council’s 7:30 p.m. regular meeting in City Hall.
