Bank choice to handle jail bonds on agenda

The Douglas County Board of Commissioners (BOC) is expected to select an investment banking institution Tuesday to handle $120 million in bond funds for the 2010 special purpose local option sales tax (SPLOST) to build a new jail.

The bank selection is among several items on the agenda for the 10 a.m. regular BOC meeting in Citizens Hall at the county courthouse. A work session on agenda items will be held at 10 a.m. Monday in the third floor BOC conference room in the county courthouse.

In a Nov. 20 informational meeting, Ronnie Wood, county engineer of record and project coordinator, said selecting the investment banker is the first step toward building the jail.

After the bank is chosen, the next steps will be hiring an architect and construction manager-at-risk. Applications for these positions will be advertised, and a county committee will review the qualifications and develop a short list, Wood said. Interviews will be held and the committee will make the final selection, which will be sent to the Board of Commissioners (BOC) for its approval.

Qualifications for the construction manager-at-risk will include previous jail building experience and high-rise construction experience, He said the contract will also include a provision that the construction fit into the master county plan and that preference is given to local workers.

Douglas County voters on Nov. 3 approved a $150 million SPLOST for the jail. The 550,000-square-foot structure will house up to 1,500 inmates. It will be built on a 32-acre site near the county courthouse, adjacent to a new 911 emergency center. Jail construction is expected to begin next October.

Other items on the BOC agenda include:

• discussion of the proposed 2010 county budget;

• resolution for tax incentives for the Greenstone project;

• approval of tax credits or refunds due to clerical errors;

• annual agreements with several local agencies;

• execution of 2010 employment contracts for contract employees;

• application for Living Centers Initiative (LCI) transportation funding for the Lee Road extension;

• and renewal of county photocopier maintenance services to Douglasville Office Equipment Company.
