“We’ve been talking it over for more than a year, but during the last couple of months, things have picked up,” Meigs said.
He said that Heard County government has asked Bowdon to share the cost of a $29,082 engineering study to make sure the system is capable of carrying the water. He said the volume of water used would be in the 200,000 to 500,000 gallons-per-day range.
“That would give us about $45,000 to $75,000 in revenue each year,” Meigs said. “We would have to replace a meter at the bridge over Highway 100, which would cost about $7,000.”
He said Bowdon at one time sold water to the town of Ephesus in Heard County, which didn’t require any pumping until it reached the Blackjack Mountain area.
“We would want a contract that is rock solid,” Councilman Ray Garrett said, noting it should include penalties for breaking it.
“Could we have a rough draft of a contract to see how it will fit before we spend $15,000 on an engineering study?” Mayor Keith Crawford asked Meigs. “We will discuss it more with Heard County, maybe call a special meeting. Anything to increase our sales, we’re all for it.”
In other actions Monday, the mayor and council approved by a 4-0 vote (with Councilman Wes McEntyre absent):
• a bid of $487,747 by Insituform for rehabilitation on the city’s sewer system, which will be paid with a Community Development Block Grant the city has received from the state;
• repairs on two water pumps, at a cost of $46,350, with a repair time period of six weeks, with no interruption of service;
• acceptance of 2.5 percent as Bowdon’s share of local option sales tax (LOST) funds, as approved by the Carroll County Board of Commissioners on Nov. 29;
• and appointments of Alan Rainwater and Susan Prescott to fill vacancies on the Development Authority board and Lynne Ozier to fill a vacancy on the library board.
Meigs gave the group an update on a request by Rite Aid for the city to repair a sink hole in the store’s parking lot.
“They have not filed a claim through insurance,” he said. “We don’t think it’s our problem to repair. They have demanded we repair it by Dec. 26.”
Meigs said the problem is a storm drain that is leaking and washing out underneath it. He said Rite Aid put the storm drain in and had previously tried to repair it themselves by filling it with dirt and gravel.
“After the city engineer looked at it, he determined it wouldn’t be our responsibility,” he said.
In response to a question from the audience, Crawford said the city is interested in preservation of the Lovvorn House in Bowdon, but “nothing formal had been done at this point.
“It’s a pristine piece of property, a 1926 museum, literally,” he said. “We do need to preserve it.”
Scott Merritt, executive director of KidsPeace of Bowdon said his organization will be holding a Bowdonfest next March 28 on the school’s campus, with awards given to citizens “who have given back to the community.” He said nomination forms will be ready in January.
“We encourage people to recognize those who should be recognized,” Merritt said.

It is rewarding to see that the Oak Mountain Academy, along with other schools will receive training on signs of child abuse and Pedophilia behavior.
Reginald Lathan Sr is very familiar with the students and staff of Oak Mountain Academy. Unfortunately, it has gone undetected that he is their very threat. There is a child that understands the harm he has caused to Oak Mountain Academy. That child is a student there and also one of many victims left in silence. Unsurprisingly Reginald Lathan has a child in his care, my brother, left alone with a rapist of young boys and girls. My brother is left on the property with Calvin and Loretta McPherson, whom were told 25 years ago by a young girl being rapped by my father. My brother is left with his family and employee of Reginald Lathan Sr that has detailed the corruption of keeping secrets to safeguard the estate.
The average pedophile will molest 354 young boys and girls in their lifetime. Reginald Lathan Sr has based his career around hundreds of children yearly, for the past decade. The community has the right to protect their children. The community has the right to be armed with the facts. I compel anyone to verify the facts of my statements. The documentation is overwhelming. The community need to understand why haven't Reginald Lathan Sr been restrained from their children.
For the past 3 months there has been numerous reports made. Although the threat of our children's well being has not been a priority to all. The Child Advocacy Center is the first of its kind in this community and I hope Reginald Lathan Sr is the last pedophile to be applauded as a pillar of the community.
