Board of Commissioners drafts a new budget plan

In a three-hour work session Friday, members of the Carroll County Board of Commissioners tackled the proposed 2009-2010 budget line by line after Chairman Bill Chappell chastised them for not voicing their concerns earlier and walked out of the meeting.

Chappell said he was not going to sit and consider budget changes “at the last minute,” after he’d already spent hours hammering out a budget with the county’s comptroller, Don Johnson. The county’s fiscal year ends on June 30 and a new budget must be in place by July 1.

At a special meeting on Tuesday, June 9, the board had voted to reject Chappell’s budget by a 5-2 margin, with Commissioner John Wilson joining Chappell in support of the budget. The board requested a work session for Friday to address their concerns which Chappell attended, but only briefly.

“I presented a balanced budget, as required by state law,” Chappell told the board Friday. “Don Johnson and I spent hundreds of hours on it. If the board now has questions and wants to hold this meeting, that is their right. In my opinion, it should have been done months ago.”

Chappell said a special meeting would be called for Tuesday at 5 p.m. and conceded that board members “have a bloc of votes” to defeat his budget, which will be the only item on Tuesday’s agenda, along with a budget resolution. That resolution includes language that specifically approves the chairman’s controversial decision to eliminate the positions of the fire chief and the E-911 director and combine those departments under a new director of emergency services.

“Or, you can vote to amend the agenda and propose a different budget,” he told the board. “My presence (at Tuesday’s work session) is probably not needed.”

With that, he turned the meeting over to Commissioner Vicki Anderson, who is vice chair.

“But I have a bunch of questions for you Mr. Chairman,” Commissioner Kevin Jackson said.

Chappell would hear none of them. “I object to that,” he said. “If you had questions, I would have gladly answered them. I’ve been available for two months. You chose to wait ’til the last minute. You had ample time to question everything.”

Jackson said he tried to meet with the chairman “but I was shown the door.”

Chappell said that was because Jackson didn’t have an appointment.

“You bust in on me, and in the future that will not be tolerated. If you want to see me, Mr. Jackson, you make an appointment,” Chappell said. “So, with that said, ya’ll have at it.”

Chappell then walked out of the building. And commissioners Jackson, Anderson, Ashley Hendrix and George Chambers got down to work, scrutinizing every department’s expenses as proposed by Chappell. Wilson, who supports Chappell’s proposed budget, was not present Friday. Commissioner Trent North was also absent due to a prior commitment.

The board changed the E-911 and Fire Department budgets to reflect the re-hiring of a fire chief and a E-911 director, while eliminating the salary Chappell had created for a new director of emergency services. They came up with their own balanced budget, which increases the amount in the contingency fund by approximately $66,000. Like Chappell’s version, the board’s budget calls for no tax increases, no raises for county employees and a 10 percent increase in health insurance costs.

Chappell had split the $80,000 salary for the proposed new emergency services director between two departments, with half coming from the Fire Department and half from E-911, Johnson said. These $40,000 line items were scratched from the two departments under the board’s budget.

The board also whacked the full-time grant writer’s position that Chappell had created at $77,500 per year and offered to the former fire chief, Gary Thomas. The board also cut $14,000 in travel expenses associated with the grant writer’s position.

The board added $15,000 into the budget for possible consultations with a constitutional lawyer on how to go about changing the county charter to reflect the board’s desire to clarify and possibly rein in the powers of the chairman.

The board also questioned the 18.4 percent increase in the parks and recreation budget as proposed by Chappell. Johnson said many new programs were being offered under the new director, which will require more temporary workers. One line item in particular, for dues and subscriptions, stood out at $4,600, up from $150 the previous year. Also, Chappell had proposed to double the recreation department’s travel expenses from $6,000 to $12,000.

“I think the dues are excessive,” Hendrix said. “I think the travel is excessive.”

The board agreed to get more information on these items before Tuesday’s special meeting to approve the final budget.

Johnson said he will be working over the weekend to punch in the new numbers for the board’s proposed budget.

“I’m sorry you have to do that,” Hendrix said. “But we asked the chairman for a work session earlier and he wouldn’t do it.”

Chappell opted instead for private meetings with individual commissioners, she said. “The way I see it, why not do this out in the open?”

As for Tuesday's special meeting, Jackson said “there are likely to be two budgets proposed. You’ll just have to come Tuesday to find out which one gets adopted.”

If Chappell told you to drink the Kool-Aid you would drink it, no matter if you like it or not!!

It wouldn't suprise me one bit if he were "flattered" with the comparison of Clinton. Clinton ran this country about like Chappell is trying to run this county, but I'm sure you think that Clinton did a great job also!!

I'm sure that if your mother read my comment she would be upset, BUT in reading your last few post....I don't think that it would be the first time she has let down in life!!!!

1. You state 1."our County Government was in a financial disaster two years ago and our taxes were raised over 30% to cover the mis-management" 2-"Now two years later, after many good and positive things have occurred in our county",(then list several items), 3-"I think we taxpayer's owe the current Chairman our gratitude and thanks for a job well done!" and last (the most inaccurate statement you make), 4- "all the while the County budget has been reduced by $6mm from two years ago - all of this the result of the Chairman's strong leadership!"

This all takes me back to #1. TWO YEARS AGO OUR TAXES WERE RAISED!!!! Those taxes have a one year lag time from the time an increase is inacted. That fact and that fact alone, is why we have a surplus of revenue! It has little to nothing to do with Chappell!!! ANYONE could get us in the black with that influx of monies!

You also state "the County now advertises for bids on everything". This is not true, your Chairman has made more than one purchase WITHOUT a bid. You need to get a different source for your information. The purchasing department is not as effective or efficient as you seem to believe. You obviously do not work for the county because if you did you would know a different truth that what you now hold.

Mr. Keckes, it has been stated over and over again that the Commissioners asked for a public work session to discuss the budget and Chappell refused and wanted to meet privately. When he finally agrees to a work session he refuses to sit in on it and discuss anything. How is this board expected to work out the issues when the Chairman refuses to sit down and discuss anything. Its actions like this that will make the recall petition very close IMO.

I think that very soon you will be able to compare Chappell to Bill Clinton. Nobody will admit to voting for the guy, but somehow he managed to get elected...........

Thank you commissioners for bullying back, great job guys, the majority will run this county. Mr Bill, didnt you run for some school board office. Are you still in that position? You are an eloquent speaker, but even your speeches cannot cover up the bad ethics of our Chairman. Good try but I am not buying it.

"Checkerflag" - you are correct - the proposed 2009-10 proposed County budget should have been posted on the County's web site. I think you and/or me should telephone the Chairman (770-830-5800) and tell him. I'm sure it will be posted very soon thereafter.

"Reader99" - you too are correct - Mr.Chappell is not God - why even say such a thing? - and yes, his position is not guaranteed - his term is up on December 31, 2012. You are also correct in saying that Carroll County citizens do want (insist) on fiscal and ethical soundness. Unless I'm missing something (and I don't think I am)- we have seen both since October 22, 2007.

In regards to BillKecskes comments to Reader99--it is our perogative to use "blog names". Using your name doesn't give you any more credibility. Your comments are still just your opinion. I am actually proud of our "dissident" commissioners for standing up to our Chairman and his "dictator" way of overseeing the county. If the Chairman is running a transparent government, then why is the "proposed balanced" 2009-2010 budget not listed on the "new and expanded" website?

Mr. Kecskes, my credibility is not what the problem is currently for this county. I have nothing to prove to you. You show your name and your credibility is still not proven. Mr. Chappell has proven in the past that he "pays back". I do not want to put any of my family in his line of fire.

Some of the facts that you write are correct. Mr. Chappell will still retain the authority for naming whomever he desires to fill the positions even if the Commission funds them. Mr. Chappell is proving over and over that he is making political paybacks through his hiring and firing. Contrary to what you may believe, Mr. Chappell is not God. He is not guaranteed his position for life.

Please notice Mr. Keckskes that the people of the county want what you want --- fiscal soundness and ethical soundness. I do not know any of the people who have been cut from their positions. I do know Bill Chappell. I do know what his agenda is.

The county observed you as a school board member. A reasonalbly intelligent man who can't always see the forest for the trees.

#1- "Reader99" - why don't you identify yourself instead of hiding behind "blog names" - you'd have more credibility.

#2 - Why didn't all of these 5 disident Commissioners gather earlier instead of waiting til the last minute?

#3 - Under our County Charter - the Commission can fund positions for Fire Chief and 911 Director - however, the Chairman still retains the sole authority for naming whomever is to fill these positions or not - meaning the Chairman doesn't have to fill these positions either.

#4 - With billions in federal stimulus monies floating around, it seems foolish not to have a fulltime grant writer to get our share of these monies. Yes, we can adopt the philosophical attitude of SC Gov Sanford BUT these federal stimulus monies will just go somewhere else. How shortsighted can this current Commission get?

As I said Tuesday night, our County Government was in a financial disaster two years ago and our taxes were raised over 30% to cover the mis-management. We voters wanted strong and capable leadership which we voted for in two subsequent elections. Now two years later, after many good and positive things have occurred in our county, i.e. expanded rec facilities, new animal control facility, improved convenience (garbage) centers, a saved and revitalized Cotton Mill Building, a new Whooping Creek Bridge, a boat ramp on Lake Seaton and a safer (second) entrance to the Hwy 27 rec center. We now have a single procurement process (which saves money) and the County now advertises for bids on everything (again saving us taxpayers money) --- all the while the County budget has been reduced by $6mm from two years ago - all of this the result of the Chairman's strong leadership! Plus, this Chairman has been far more transparency than any previous Chairman (Remember Chairman Ayers public statement that "his salary was nobody's business")Just look at all of the disclosures on the County's new and expanded web site. Now we have complaints! I don't understand this type of thinking. I think we taxpayer's owe the current Chairman our gratitude and thanks for a job well done! That's why we elected him twice!

Every one of those minutes that you work is paid for you to work for us. The fact that you or any past commissioner thinks that you can choose to meet individually rather than as a group to work out every single item on the budget is clear evidence that you want and think that you deserve TOTAL control.

Maybe you and Mr. Wilson (with his interpreter) can figure out what is best for you. The other 5 commissioners are interested in what is best for the county.

The citizens of Carroll County can now be proud that we have a board of commissioners with 5 board members who are obviously interested in doing what is right for the county.

Mr. Chappell, you do not want to wait until the "last minute". Do not forget! The people are paying you TOO WELL
